Comments of the Head of South-Ossetian delegation of the IPRM Mr. Khokh Gagloity on the post set in the area of Zemo Nikozi by the Georgian armed formations.

On 25 February2013, on the territory adjacent to the RSO state border, in the area north to village Zemo Nikozi, located on the territory of Georgia, was set a post by Georgian armed formations.

In reply to the inquiry sent by the EU Monitoring Mission (EUMM) to the Georgian side on reasons of placing the post, the Georgian side argumented it by the so called ‘crossing’ by ‘two unknown armed people’ from the territory of RSO, who according to the Georgian side demanded food from a local resident.

The South-Ossetian delegation in the format of the Incident Prevention and Response Mechanism (IPRM) conveys that information on the so called ‘crossing’ was ‘stated’ by the Georgian side at the last IPRM meeting, however, in reply to the request of the IPRM participants the Georgian side was not able to provide any facts or arguments that would support the ‘information’.

The South-Ossetian side in the format of the Incident Prevention and Response Mechanism (IPRM) states that these acts of the Georgian on setting a post were staged as a one man show, are one-sided and of threatening character, jeopardizing the stability and security in the area. Position of the South-Ossetian side was delated to the EUMM.

Setting of this post is assessed by the South-Ossetian in the same manner as setting of a similar post by the Georgian armed formations in village Zardiantkari and the incident when South-Ossetian border guards were opened fire for effect in the area of Koda-Tsanelis on 2 December 2012.

All the abovementioned destructive actions of the Georgian armed formations in the territories adjacent to the RSO state border are violating the Medvedev-Sarkozi basic international agreements and are against the South-Ossetian proposal on declaring the border adjacent territories, from the Georgian side, as areas free of arms, which is fully in support of the abovementioned international agreements.
